The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 5101 — A BILL to amend and reenact §61-2-9d, §61-2-28, and §62-1C-1a of the Code of West Virginia, 1931, as amended, relating to clarifying the definition of "domestic violence"; creating and increasing criminal penalties for certain acts; providing  considerations for the release on bail; prohibiting the release by a magistrate judge of a defendant charged with a felony on his or her own recognizance; and altering bail requirements for domestic violence acts.
